Rules Violation Appeals

The Civil Service Commission (CSC) is responsible for ensuring that personnel activities are carried out in compliance with the Personnel Code and Personnel Rules and has the authority to direct compliance where it finds violations.  If someone has reason to believe the Code or Rules have been violated, they may file an allegation of a violation with the CSC.  The person filing the appeal has the burden of proving that a violation more likely than not occurred.  A person cannot pursue a rules violation appeal and a grievance regarding the same issue.  

This appeal must be filed within 180 days after the date on which the affected person knew, received written notice of, or, through the use of reasonable diligence, should have known of the alleged violation or noncompliance.  To file a Rule Violation Appeal, you may mail, hand deliver, fax, or email any Word, PDF, or text document to the CSC.  The CSC does not have a standard form for this type of appeal.  To file the Rule Violation appeal, do the following:

  • Specify the Rule or Section of the Code that has been allegedly violated.
  • State with particularity who violated it and how it was violated.
  • Provide supporting evidence.
  • Include the employee’s contact information (Name, phone number, address, email address).
